Young people are facing an uncertain future. For businesses and charities, young people are their future employers and customers. For public【M9】______ services, early and positive support can reduce the chances of public funds wasting in holding young people in expensive secure【M10】______ provision, or managing the remedial effects of inadequate support and assistance as they reach young adulthood.
